1998 Jeep Grand Cherokee Just Replaced Fuel Pump 6 Months Ago Now Running Real

i just replaced fuel pump like 6 months ago and now its running real sluggish and i put the gauge on the fuel rail 2 check fuel pressure it says its only got 27 lbs its sapose 2 have 47 i think so my question is could it be a filter or is there anything else i should check before replacing fuel pump
