front tires

The front tires were recently balanced and rotated, at 45-55 m.p.h. it feels like the front tires are about to wobble off but usually it will straiten out when I get past 55 mph, but if I hit any bumps in the road like a reflector, the front tires will start to wobble (R&L) at the same time so bad I can hardly control it, and it wont quit. I come to a complete stop and start again. Could it be a bad ball joint?

Thanks a lot. I will replace it and see how it does. I hope it will fix the problem. I have tried every thing I could think of and nothing seemed to fix the problem. I'll let you know if it fix's the problem. Thanks again!
