Why is my 1998 jeep cherokee throwing the serpentine belt off

That is usually caused when one of the pulleys or components that it drive has a problem and leans to one side causing the belt to migrate off to the side of the pulley. Put the belt back on and then examine all the pulleys for one that is out of alignment or leaning a little.

It seems to be coming off my alternator pulley. How can u tell if it's out of alignment

You have to visually look for the pulley that isn't aligned with the rest.
