1998 Jaguar Vanden Plas Power Steering Very Stiff Driveable Pump Does Leak

My power steering is very stiff but driveable. The power steering pump does not leak, there is no noise when driving, reservoir is filled up to required level. What's wrong?

pump may have failed or the rack and pinion may have failed
