Suspension issue?

I have a 1998 honda civic dx coupe, everything seems fine, on local roads, but when I hit the highway and reach 100 km/h the steering wheel starts shaking, feels like something is loose in the front end. when i brake hit the brakes on the highway, wheel has shimmy. Car is a 5 speed and has a lowering kit installed by the previous owner, aftermarket suspension. Have gotten a alignment done, wheels balanced, and changed driver side upper ball joint.

A list of things to check would be great.

First, check tie rods. Make sure you don't have a bent rim. If using the brakes makes it worse, it could actually be caused by warped rotors vibrating against the brake pads. Make sure the rack and pinion is tight. Since the vehicle was modified, they may have made adjustments.
