Transmission doesn't shift to 2nd gear?

Hi I have cf3 accord 1998. With f18b I am having problem with my transmission. Transmission doesnt shift to 2nd gear n stays in neutral. If I just put the car in N n thn again D4, it takes up the 2nd gear this happens when the engine gets warm on cold engine there is no problem at all.

I changed the transmission fluid. The problem was still there so I switch my old one back. Cleaned the Shift solenoids ahhhhh problem stil there. At last I changed the Shift solenoid n guess what. Problem still exists . What should I do?

Is the check engine light on? It could be an issue with the trans control module (TCM).

I need to ask if the speedometer is working and if not this will be the problem. I would swap out the VSS sensor which is a common failure. Here is the location so you can make it happen. Check out the images (below). Let us know how it goes
