When driving at low speed the rear end wobbles which makes the whole car feel like its wobbling.

That's usually caused by a tire with a belt separation. If you jack the car with the wheels hanging and then spin the wheel, there should be a very obvious deformation in the tire tread.

Hubby has just changed both back tires and it is still doing it.

The suggestion was to CHECK the tires, not CHANGE them. I suggest you have the car inspected before spending any more money or anybody getting hurt.
