shift lever will not shift out of park on flat ground.

Check if the brake lights are working. If they aren't, suspect a blown brake light fuse.

Rats. The next step is to take a couple of voltage readings on the brake light switch. You should find 12 volts on the light green wire. If you do, press the brake pedal, then check for 12 volts on the dark green / white wire.
