the rear window has been shattered how do you replace it, can the seal be reused?

No. The seal should be replaced. The seal is usually placed around the window glass first. A sealant is added to the window channel and the glass plus seal are installed into the opening.

This is a pretty delicate operation. I usually send front and rear glass out to guys that are professionally trained because of how easy it is to break these larger pieces of glass.
