Engine Cooling Fans Won't Stop

The high/low cooling fans continue to run after engine is shutoff. I changed the fan relay fuse and it continues to run. What else could be the problem?

my 1998 Ford Taurus does the same thing, and the fan quits running only when the battery is dead.
