How to I check to see if the diverter valve is working on a 1998 ford taurus se v6 3.0 ohv?

Secondary air injection. Upstream flow detected. I have removed the front diverter valve to see if it is functioning properly. And if not the diverter valve, how do I get to or check the gulp valve?

See if you can blow thru the divertor valve without it being activated?Thats where i would start.
