98 ford ranger,horn keeps going off when we hook up the battery

Did it happen because the battery was disconnected or went dead
or you had to disconnect the battery to stop it

Its an indication of an alarm system was activated
check under driver side for an after market valet switch
turn key on and cycle the switch
or try to turn key on and reconnect the battery that some times work but not always need to locate the valet switch
