can never get the full force of the air vents

My a/c on my truck doesn't blow cold air it only blows hot air but really lightly...and when the a/c is off its blows hot air through the top vents.

it also blows hot air but lighty...i can never get the full force of the air. and i know the blow motor is working

blower resistor controls the speeds. have it check to verify it is working
