1998 Ford Ranger 4x4 4 Wheel Drive Transfer Case Engaging Truck On

i have a 1998 ford ranger 4x4, and my problem is the 4 wheel drive. The transfer case is engaging and when the truck is on safety stands three of the four tires spin but if u put resistance on both of the two front tires (as one doesn't spin) they both will turn but it pops. The hubs are good, but is this a vacuum problem or the front end? also the axles are good

It isn't uncommon for only one wheel to turn. As far as the problem, check vacuum to the front axle. If it is good, you may have to take things apart and clean things.
