How do I troubleshoot a blower motor that isn't running? Is it the switch, a fuse, or the motor?

I always start at the motor. If there is power to it, the motor is most likely the problem. If there is no power, I work my way back through the resister, relay, switch, fuse. To see where the power is lost.
