1998 Ford F-150 emissions fail

Ford F150 V6 4.2 engine
Engine just replaced
Failed Ontario Drive Clean Program

Readings:
2500 RPM - HC 643 (limit 150)
- OC 14.1 (limit 0.7)

IDLE - HC 611 (limit 150)
- OC 8.95 (limit 0.7)

Both RPM & Dilution % are valid

What could be the problem? Any suggestions? Need more info?

Help would be greatly appreciated!

Scan for codes and check fuel pressure first make sure everything there is ok. Change oil and filter, air filter. Then run on eway about 20 miles then take in for testing. If still not passable have a local guy look at it, it may be a converter.
