How do I back off the E brake Cable on my 1998 F150? I have installed a new one on the passenger side and it is really tight now it drags?

It sounds like you need to check the ebrake shoe adjustment. Its hard to tell if there is an adjust and these diagrams you are doing to need to check it out and go from there.
