1998 Ford Explorer keeps dying. appears to be not getting enough fuel.

My husband's 1998 ford explorer has had two fuel tanks replaced and it keeps dying on him within a short period of time. What next?

Have him check the fuel pressure with a fuel pressure tester

they are going to replace the relay. as a second note, a 20 amp fuse blew. Fuel pressure tested fine.
