is this a sensor issue?

1998 ford expedition- at low speeds below 20 mph- it appears that the brakes pulse intermittently and the abs light comes on. the brake pedal will get hard until i attempt to pump the brakes to get them back to normal. This does not happen at higher speeds ever and does not happen all the time????
