Is the steering loose or the wheel itself? If the wheel, remove horn cover and tighten. If steering, check all steering components for wear.

Check the nut that holds the wheel!
You gotta describe "loose" better than that. Do you mean it flops up and down? It is too easy to turn with the engine running? The vehicle wanders on the highway and you have to constantly correct it?
