car is turning, but not fully cranking over

went to start the car this morning, and it will begin to start but not fully crank over and fire the engine. The battery is not dead because all lights and everything works. Any ideas?

make sure the battery is charged, beyond that, basics, compression, fuel pressure and spark checks.
