Engine turns over but won't fire-up?

Hello,

I accidentally left some paper tissue next to the cam-belt top wheel/cog by the rocker box cover and turned the engine over and this tissue got caught in the belt and temporarily jammed the cog.
I managed to get all the paper out but although the belt hasn't snapped when I turn it over it all rotates and goes around as normal but it won't fire up!
Prior to this it was working and running perfectly.
Please let me know what is causing it not to fire up and what I need to do to rectify it.

Its a 1998 Fiat Punto 1.2 60.
