Car engine issue

My chrysler stratus 98 model V6 2.5l has engine issue, my mechanic worked on the engine after coupling just to know that when the engine is ON the small black hose connecting the two cylinder at the side use to pump out oil.pls I need your assistance if there is any remedy, a lot of things had been done like replacing the top gasket and grinding the valve even I bought another cylinder but still having the same issue.

Don't quite understand it, can you be more specific of the problem also provide pictures

What I mean is that the black hose that connect the two cylinder at the top of the engine use to pump out oil.
