removing steering wheel cover to check horn connections because my horn dont work?

You don't take the cover off. The switches are part of the air bag assembly. If the horn works if you press really hard on the air bag, replace the air bag. If it never works, suspect the clock spring under the steering wheel. As it continues to break, the cruise control will also stop working and the air bag warning light will turn on.
