I'm getting a p0171. My short term fuel trim was 24.2% and my long term fuel trim was 24.2% at 63mph when the code was triggered.

At the rail fuel pressure is 50 psi

A very low fuel tank will cause this to set as well see pic for other things to check.

Fuel pressure was 50 psi. I was ministering the upstream and down stream o2 sensors and the down stream would go to 0.00 volts and would drop straight down one the graph then pick back up for a few seconds then drop again. So I going with a bad downstream o2.

I have the o2 sensor to replace it but the owner before me looks to have cut the pigtail out and soldered the harness/o2 sensor together. There are two white wires on the o2 sensor can they be mixed up?

They should have 4 if you have a bosch sensor take it back and get something else they aren't very good or don't work very well. Or try to find one with factory colors as they connect to crank sensor, map sensor, pcm etc.

The one I got has 4 wires two white one gray one black. I matched them back to the loom where the old O2 was soldered together. Neon drives great again. Thank you for your help.
