1998 Dodge Neon - When driving the speedometer will drop to zero and/or bounce around periodically. Have had to a mechanic who felt it was the Instrument Cluster - had that replace but it will still do it - what else could it be?

Have him check the vehicle speed sensor

Any applicable trouble codes? Some of the national brand autostores used to check codes for free. How about vehicle speed sensor/ input, output?
