1998 Durango blower resistor?

1998 dodge durango ac/heater blower works only on the3 lower settings, not on high at all. Temperature adjusts. AC doesn't have high output either, perhaps "medium speed." Blower resistor? Shop said 4 hours labor to get to it from the dash (rip out dash etc.). Research says under wiper cowl under hood. Is it resistor, and if so, how to get to it? (I.E. How much should I be charged in terms of labor). I am female, perhaps being "taken" by repair guy? Any help out there?

Yes, that sounds like a bad resister but they are nuts on the labor. The flat rate is.9hr.

Thank you so much. Another shop quoted me $80 for labor and said it'd take an hour. I also thank you for the diagram. Don't know how they would argue it. The other guy said it was in this location, but the screws could not be accessed unless the dash was removed. Hmmmm.
