1998 Daihatsu Hyjet Hi Jet Over Heating Heater On Still Air Very Could Temp

My Daihatsu Hi-Jet is over heating, I have the heater on but still the air is very could and the temp gauge is very high, if I play with the controls the gauge will drop and the air will worm, after a couple of seconds it go's could again and the temp go's very high, any help please ?

Check the cooling fan, coolant level and thermostat.
