Sent my BCM for my 1998 Chrysler T&C van to AES for repair. The could not repair, but rebuilt it? AES said they "programmed it". My garage mechanic said he needs to do some "programming"? Can he do it, or does a dealership have to do it?
My mechanic said he needs to "wake it up"?
HELP!!! I want my car back... it's been 4 weeks now...

I have no idea if your mechanic has the proper equipment to work on it. If he does, there should be no problem.
