1998 chrysler cirrus wont turn over, when engaged to start position brake light comes on and no other lights, starter doesnt engage.

Have a helper turn the key to the start position while you check for voltage to the smaller wire on the starter. It should have 12 volts. If there is no power, work your way back to the starter relay (check for power) then to the ignition switch. If the only light coming on is the brake light, it could be ignition switch related or even one of the main power fuses under the hood in the power distribution box.
