1998 Chrysler Cirrus Repair Question

1998 Chrysler Cirrus Electrical Problem with 147000 miles
My car was running when all this happened. Right now my radio, interior lights, power locks and mirrors are not working. I've checked the fuses in the dash and none are blown. My power windows also stopped working at the same time but i changed the power window/ sunroof relay and it's fixed. My questions are what could be the problem and is their an IOD fuse located somewhere in the car other than the inside fusebox and fusebox under the hood?
I've checked some of the fuses with a multimeter. I checked the Radio fuse in the dash and if I can read the thing right it was reading 10v, the radio memory however wasn't reading anything, and the power lock fuse was at .05v. Where would the iod fuse be if their was one? It's not clearly labled in either fuse box.

1998 Chrysler Cirrus Electrical Problem with 147000 miles
