Whats wrong? What should I do?

When I turn head lights on turn signals and cruse control does not work. When head lights are off they work fine. But, when I step on the breaks the dash lights come on.

The first thing I would do is make sure the brake light bulbs are the correct ones.I have had customers that stepped on the brakes and the dash lights came on. Turned out it was a the incorrect brake bulb that was causing it. Thats where I would start.
