1998 Chevrolet Silverado No second gear

When driving my truck starting out I have to get it up to 20mph and let off the gas and it will shift into third gear.

Ha a trans guy look at it sounds like you've lost a clutch inside trans

Not really because it would need to be scanned and pressure checks taken plus the experience that the trans guy has besides you have a lot of mileage so it's probably time for a rebuild anyhow. Just from your description is what it sounds like to me.
