1998 Vette AC flow

Hi,
1998 Vette has low AC air flow out of only one vent, how to fix?
Someone told me that it could be mouse nest?
If mice dirt, is this an expensive job to repair by a tech? How many hours estimated? Any parts?

there are actuators that direct the flow of heat and air. one may not be working or stuck. i'll send a generic view of the hvac to show what i mean. they can either be not getting power or getting power and not working. a test light or VOM will confirm this. they are under the dash.
