1998 Chevrolet Cavalier Temperature Outside Below 40 Degrees Car Will Turn Over

When the temperature outside goes below 40 degrees the car will turn over and then immediately quit running. I have replaced the fuel pump, fuel relay switch, and fuel filter. I live in Arizona. I'm stumped and can't afford to keep throwing parts at it.
