1998 Chevrolet Cavalier replacing an ignition switch

I am trying to replace the ignition switch on my 1998 cavalier. The problem is the odd shaped retaining screws. I was able to use needle nose pliers to remove the bottom one but the top one is next to impossible to remove. Is there a special socket needed for this? There in not much room to even get into the space.

Those are tamper resistant bolts. They are probably the type that the head breaks off during installation. You usually have to either cut a groove into the with a cut off wheel or turn them with a center punch.
