fan will run but is burning out fuses. tried replacing relay not the problem. Can the fan motor be bad in some way.?

Yes, it could. You need to measure the resistance across the fan coil. Also, disconnect the fan and measure the resistance between power and ground. It sounds like you have a short somewhere.
