I have a 1998 chevy cavalier and my headlights dont work but taillights do

Voltage to your headlamps is hot all the time. Use a voltage tester, in the diagram, the top wires into headlamp are voltage. On/off, hi/lo beam are controlled on the ground circuit. Your headlamp switch is on the ground circuit. Wiring diagram below.
