Can you help with an air conditioning problem?

I have a 1998 Chev S-10 Blazer with air conditioning issues. When you push the AC button, the light flashes three times and the AC never engages. I have checked all fuses and relays and have attempted to recharge it with no success. When I checked the fuse in the dashboard while the blower was on, the clutch would engage for a few seconds whenever I put the fuse back in, but otherwise it does not engage at all.
