obd readings, and electrical problem with car running...maybe?????

radio, electric windows, fuel guage only works when car is not running. when it is running dome light, radio, fuel guage goes off and on, like there is a short somewhere. obd will not read any codes though. i went to have it inspected and it wont read with their system...... resulting in not getting inspected.

By not reading, is there a problem with it communicating. It sounds like you have an issue with data communications, faulty circuit, corrupt module. A fault in the communications system can have many different symptoms, from not starting, to similar of what your describing. There is no way to effectively guess what is the root cause.
