1998 Cadillac Deville Idler Pulley Located Bolt Broke Off Tried Drill Out

Where my idler pulley is located the bolt broke off i tried to drill the bolt out,but the drill shifted drilled another partial angle hole next to the original hole.Can that engine block area be welded.
