1998 Buick Regal Over Past Year Car S Gas Mileage Been Slowly Getting Worse

Over the past year my car's gas mileage has been slowly getting worse. Right now its getting 20.3 mpg and the car is starting to chug when I reach appox. 50 mph.
I had the spark plugs replaced last summer. If I replaced the fuel filter and started putting real unleaded gas in, would that fix the chugging? Would a transmission fluid flush help? Any other suggestions?
