Low Dim Lights Will Not Turn On

My low dim lights will not come on automatically or manually. The fuse and bulbs are intact. The high beams only come on when using the "flash to pass" option, but they also will not stay on. Running lamps are intact.

Probably a bad combination switch but the wiring needs to be tested to be sure.
