1998 Buick Century Fan 1 Relay

When the car gets to temp One fan comes on and the Other one does not. I checked the Maxi fuse and its good, I checked the relays and all three are good but when I cheked the terminals where the relays plug Into the fuse block under the hood fan 2and3 are good. 2and 3 both have 2 high voltage terminals and 1 low voltage terminals Fan one relay has 2 high voltage terminals and no low voltage terminal. What can cause this on a four pin relay switch...

one fan turns on when the a/c turns on which one is giving your trouble?

The Ac doesn't work, the system needs to be recharged. The only Fan that comes on is the one by the Battery Box. Standing in front of the car facing the engine, its the fan to the right that wwant come on because of a low voltage terminal where that fan relay plugs in. I changed temp sensor, Fan and relays.

it won't come on until the pcm commands it on because the a/c has to be on. the right one is for a/c
