1998 Buick Century Century Passenger Side Windshield Wiper Will Way Turn On

I have a 1998 Buick Century. The passenger side windshield wiper will not go all the way up. When I turn it on, it only goes up about an inch and will move as if its going to work, but wont move up any more and goes into park position fine. I have tighten the bolt, but still no result.

Its probably that the wiper arm is crossthreated and tightening it don't do no good-needs replacement-
