no pwer to starter

have 1998 bmw 740 il have checked electrical system scanned car with bmw tis car will not send power to starter. possibly alarm system blocking power to starter

EWS will interrupt the starter trigger and may require realignment. EWS is the key recognition system that "sees" the correct key and allows the DME to send power to the starter and fuel to be injected and spark to happen. You will need to seek out the proprietary BMW software to check/realign the EWS and to scan the car to see if that is indeed the issue. What do you mean when you say you scanned the car with TIS? TIS is the BMW information database. GT-1 is the scan tool.
