1998 740il at times it feels as one of the front tires is slightly wobbling or a tire is out of balance but oddly only when i drive the car after its been sitting

The issue you are experiencing is due to the tires getting a flat spot from sitting. Inexpensive tires or worn tires will do this. Replace them with the original equipment Michelin tires and you will be in a safer place to be sure.
