The odometer is driven either by a mechanical link (cable to the speedo head which is a precision instrument and the internals are both spring and mechanical driven to give both speed and distance readings, or if electrical a pick up sensor in the transmission sends electrical impulses to the speedo cluster which is processed and displays either as an analog or digital reading, tampering with this is illegal.
