1998 Audi A4 Bought This Quattro 5 Speed Turbo Very Clean Car Inside Out Would

I bought this Audi a4 quattro 5 speed turbo, its a very clean car inside out, I would say 9 out of 10. runs great strong engine, nice steady when at idle, problem is it did not pass emmissions. its says HIGH HC readings,, HIGH CO readinds,, HIGH NOx readings.... no diagnostic trouble codes. what can it be??

I would start with a set of plugs. I would have the injectors professionally serviced. Make sure the filters are clean.
Have an upper engine cleaning done to get rid of all carbon in the cylinders. Lastly, change the oil/filter
