cam alignment

I have a 97 volvo 960 that I am changing the head gasket. I have reinstalled the cams along with the top head. I then check the timing of the cam gears to the notches on the cam alighnment shroud and am off a bit should I be able to spin the cams by hand and get the correct alignment and if so how hard would it be.

Engine is interference valves will contact pistons VOLVO warns DO NOT turn Cam or Crank without belt on. Need to set cams befroe install and #1 piston TDC

You do not set the cams with # 1 cylinder at tdc, you must set the cams in accordance with the crankshaft timing mark.
